Chomsky cited some evidence in "Deterring Democracy" that elements in the US State Dept etc had filed reports that were essentially sympathetic towards Mussolini.
Many felt the US/British/French "neutrality" on the Spanish Civil War was in its effect helpful to the fascists, though that was probably not the US and certainly not the French governments' intentions.
From circa 1950 the US developed a close relationship with the Spanish dictatorship, sometimes described as fascist. The rightwing Portugese dictatorship became a member of NATO.
